F. Patron Registration and Rules for
Loan of Materials

The rights of any resident of McDonald County to use the library will not
be denied or abridged because of origin, age, background, or views. The
librarian may make individual exceptions to the following at his or her
discretion.
1. Adult Resident
Residents 16 years or over who provide photo identification and proof of
residency in the county shall be issued a library card upon completing an
application. A valid Missouri driver’s license, showing a McDonald County
address, except General Delivery, will meet these two requirements. In the
absence of a driver’s license or other photo identification, the signature of a
registered patron who will verify the applicant as a resident of the county will
be accepted IF the registered patron appears in person, presents their
license for verification, and agrees to take legal responsibility for all loss
and fines accrued by the non-validated applicant. Adult resident library
cards will be valid for a period of three years.
2. Juvenile Resident
A person under the age of 16 will be issued a library card upon
completing an application signed by his or her parent or legal guardian.
Juvenile resident library cards will be valid for a period of three years.
3. Non-Resident
Property Owners
All non-resident cards will be valid for a period of one year.
a. Non-resident property owners will be issued a library card upon
presentation of photo identification and a copy of a current McDonald County
property tax receipt.
b. Juvenile non-residents whose parents own property in the county and
have a library card may receive a library card upon completion of an
application signed by his or her parent or legal guardian.
c. Juvenile non-residents whose parents own property in the county,
but do not have a library card may not receive a library card.
4. Staff Library Use Cards
Staff members who need to check out materials for purposes of their
job will be issued a separate library card with more extensive privileges for this
purpose. No fines will be assessed on this card. These cards expire when the
person is no longer a paid staff member.
5. Special Use Cards
Day cares, educational institutions and health care institutions in
McDonald County may be issued a library card. Other institutions may be
issued a card at the librarian’s discretion. Only one card per institution will
be issued. (Each physical site of a multi-site institution may be issued a card.)
The director, president, principal or other head of the organization
should sign the card. While this person may let others use the card at his/her
discretion, this person will be ultimately responsible for any fines, fees or
damage to library materials.
These cards will be issued for a period of one year. They have the same
borrowing privileges as a Staff Use card, but fines will be assessed on Special
Use cards.
5. Appeal
Persons who are denied a library card, or whose library privileges are
abridged may appeal the decision of the librarian by addressing a letter to the
Board of Trustees of McDonald County Library, 808 Bailey Road, Pineville, MO
64856.

2. Renewals
Materials may be renewed once, before the original due date, for a period
equal to the original loan period, if the material is not on reserve. No materials
overdue by a week or more will be renewed. Materials may be renewed only
once.

4. Overdue and Other Fines

5. Long Overdue
Materials
a. If materials are not returned within 60 days of the due date, the
patron’s library card will be suspended, and the librarian will send a certified
letter demanding the return of the material.
b. If the material is not returned within 10 days from the date of the
certified letter the library card of the patron will be revoked.
c. If the patron is a juvenile, the library card of the person who signed the
juvenile’s application card will also be revoked.
6. Unpaid Fines and Fees
a. A patron’s right to check out material from the library will be
suspended if they have unpaid fines in excess of $1.00 with the following
exception.
b. Patrons with large fines may make payment arrangements with the
librarian. Library privileges will be continued so long as the patron upholds the
payment agreement.
c. If the patron is a juvenile, the library card of the person who signed the
juvenile’s application card will also be suspended.
7. Lost or Damaged Materials
a. Payment for lost or damaged materials will be the responsibility of the
patron in whose name the materials were checked out, or if the patron is a
juvenile, by the person who signed the juvenile’s registration card.
b. The charge for lost or damaged materials will be the publisher’s list
price, plus $3.00 processing cost.
c. If replacement is not possible the charge will be the cost of a similar
book as determined by the librarian.
8. Reinstatement of Library Privileges
a. Full library privileges will be reinstated for patrons whose card has
been suspended when all fines and fees are paid and materials returned or paid
for.
b. Full library privileges will be reinstated for patrons whose card has
been revoked when all fines and fees are paid; all materials are returned or paid
for, and patron pays $5.00 reinstatement fee.
